Summary:
Trump had followed up on his threats to coerce some countries, but consistently backed down when facing China.
  • Trump had imposed sky-high tariffs on China as part of his "Liberation Day" tariffs, which escalated after China retaliated with its own tariff measures. However, Trump reversed his decision a few weeks later and made peace by loosening the Biden-era technological export controls in exchange for a pre-tariff war rate for US exports to China. In short, Trump made concessions to China and received little in return.
  • Moreover, China appears to have found a lever in Nvidia. Nvidia obtained a license to export its lower-grade H20 chips to China, only for China to reject the proposal. Now, Nvidia is negotiating with the US administration to sell the more advanced Blackwell chips to China, and Trump is likely to approve them. By doing so, Trump is gifting China with what it had long preyed on: American technologies.
  • The US had imposed sanctions on Russian and Iranian oil. Despite China's consistent import of Russian and Iranian oil, the US had not enforced its sanctions or punished China for doing so. On the other hand, the US had imposed an additional 25% tariff on India for purchasing Russian oil.
  • Moreover, Trump had delayed the Congress-designated legislation to force the rapid divestiture of TikTok, signaling his disregard for the law. Although the White House expects a deal soon, China has not explicitly agreed to any terms.
  • The Second Trump administration also repeatedly forsakes Taiwan in search of better relations with China. Trump had criticized Taiwan for stealing US chip business without giving back anything, insisted that China would not invade Taiwan as long as he is in the office, refused President Lai's transit through New York, rejected a proposal for high-level defense policy talk with Taiwan, and denied a $400 million arms sales package for Taiwan. It appears that the administration is attempting to avoid tensions with China at the expense of a less favorable military balance in East Asia.
